The IRS Fresh Start Program

The Fresh Start Program is the IRS’s umbrella set of relief options for taxpayers who’ve fallen behind. It expanded thresholds for installment agreements, made Offers in Compromise easier to qualify for, and raised the lien-filing threshold. If you owe back taxes and you’re worried about a lien, levy, or garnishment, this is usually the first conversation we have.

Who qualifies

  • Individual taxpayers with combined tax debt typically under $50,000.
  • Small businesses with payroll tax debt under $25,000.
  • All required prior-year returns must be filed (we handle the catch-up).
  • Demonstrated inability to pay the full balance based on income, expenses, and assets.

What it includes

  • Streamlined installment agreements up to 72 months.
  • Offer in Compromise (OIC) to settle for less than what’s owed.
  • Currently Not Collectible (CNC) status when collection would cause hardship.
  • Penalty abatement for first-time or reasonable-cause situations.
